Why Is Civil War "Cavalry" So Much Less Effective Than.....

....Napoleonic?

The sweeping charges in Napoleonic battles just really didn't work on this side of the Atlantic during the Civil War. Did the rifled musket make that much of a difference, or were ACW mounted troops "mounted infantry" rather than traditional cavalry so they operated differently?
